For less than 10 OSWG HOWTOs already included in the LDP?
Useless effort. Let's put everything in /usr/share/HOWTO/ without any
LDP subdir

Yup. /usr/share/HOWTO/ + /opt/ldp seems fine.

If write HOWTO, we can process them and include them along.
If they process them by themselves and want to install them somewhere
else, they can consider /opt/oswg
